29.02.2024    GS Com Shaji and Dy GS Com JK Patel met Dr. Kalyan Sagar Nippani, Director of  (DIR-HR) BSNL Board, on Tusday (27-02-2024) to discuss the current status of promotions from SDE T to AGM T, AO to CAO, and other pending promotions. Sh. Adhir Kumar Singhal, PGM (Personnel), was also in attendance all along the meeting.

AIBSNLEA emphasized the urgent need for the prompt release of promotions from SDET to AGM T, highlighting that over a year has elapsed since the eligible promotion date on 01-01-2023. DIR-HR shared that efforts are underway to expedite the AGM T promotions and instructed PGM (Personnel) to ensure that promotion orders are issued promptly.

Regarding promotions from AO to CAO, DIR-HR assured to hold a comprehensive meeting with AIBSNLEA following the receipt of directions from CAT Chandigarh. AIBSNLEA conveyed the collective frustration of executives eagerly awaiting pending promotions. DIR-HR acknowledged their concerns and informed that PGM (Staff Relations) at BSNL CO has been instructed to schedule a meeting for detailed discussions on AIBSNLEA's submissions.

The leaders of AIBSNLEA expressed sincere appreciation to DIR-HR and PGM (Pers) for considering our requests and striving for the early release of all pending promotions.

In continuation of AIBSNLEA's ongoing efforts to expedite the issuance of promotion orders from AO to CAO, today ( 29-02-2024 ) CHQ President Com. Rajpal Sharma, Dy.GS Com. JK Patel, and Auditor Com. Slathia met with PGM (EF) at BSNL CO to discuss the urgent issuance of promotion orders in light of the recent judgment delivered by the Hon’ble CAT Chandigarh on 26-02-2024 regarding AO to CAO promotions.  <<CAT Judgment AO-CAO : 26-02-2024>>

AIBSNLEA is the sole association involved in the promotion case since August 2023 in the Hon’ble CAT Chandigarh concerning AO to CAO promotions, and the intervention of AIBSNLEA's learned counsel has played a crucial role in reaching the final argument stage by October 2023. Now that the judgment has been pronounced on 26-02-2024, AIBSNLEA leaders have explored all avenues for the early issuance of promotion orders, especially given that the Finance cadre has not witnessed any promotions for over 5.5 years.

PGM (EF) indicated that he has already discussed the matter with PGM (Personnel) along with the legal team at BSNL Corporate Office. The legal team stated that they are currently reviewing the judgment and can only provide comments on the court orders and further steps for promotions from AO to CAO once they receive the certified official copy of the judgment.

AIBSNLEA emphasized that with the removal of the Status Quo, primarily due to AIBSNLEA's intervention in CAT proceedings, and with the issuance of the final judgment by the Hon’ble CAT Chandigarh, it is now the responsibility of BSNL Management to facilitate the earliest possible resolution for this long-pending promotion. AIBSNLEA reiterated its stance that promotions for all eligible AOs should be granted without any further delay.

AIBSNLEA leaders expressed our appreciation to PGM(EF) for his genuine desire to expedite the release of pending promotions in the Finance stream, and conveyed our gratitude to PGM(EF).

24.02.2024   The 8th Circle Conference of AIBSNLEA Kolkata Telephone Circle was conducted enthusiastically..

CS Kolkatta Com.Raju Ray reports that , the 8th Circle Conference of AIBSNLEA Kolkata Telephone Circle achieved a great success on 17th February 2024 (Saturday), taking place at the Telephone Bhawan, Audditorium Room (6th floor) 34 B.B.D Bag, Kolkata-700001. Esteemed guests, including GS AIBSNLEA Com. Shaji V., OS (East) Com. Avijit Khamrui, AGS (Engineering) Com Binova Gupta & AFS Com. Raju Ray graced the occasion, adding to the significance of the event.

Under the Presidentship of Circle President Com. Satyajit Bhattacharyya, the conference commenced in the well-appointed Auditorium Room of Telephone Bhawan, following the hoisting of the Association Flag. At first all the members & dignitaries’ in the Auditorium paid homage to the departed souls of Ex-members, setting a respectful tone for the proceedings. The Kolkata Telephone Circle Body expressed its dignity by presenting GS, AIBSNLEA, CHQ, OS (East) & AGS(Engineering) and AFS Com. Raju Ray & other ex- retired guests with traditional flower bouquets & and a beautiful memento following the flag hoisting. Inaugural songs were made jointly by Ex-Com. Supriya Kar, Com Bikash Sinha & Com Swati Kanji. The whole auditorium expressed their complacency to Com. Kar, Com Sinha & com. Kanji. CS Com. Mukherjee and CP Com Sarkar of WB Circle have been present all along the meeting.

The welcome address delivered by Com Circle President Satyajit Bhattacharyya set the stage for the subsequent activities. He also inaugurated the conference, followed by the presentation of the CS report by Com. Chandra Kanta Das, which received unanimous approval from the attendees. FS Kolkata circle, Com. Bikash Sinha presented the audited accounts report, garnering a similar unanimous acceptance.

Addressing the gathering, Com. OS (E), Com. AFS & Com.AGS (E) urged for strengthening to AIBSNLEA & praised for glorious activities of AIBSNLEA CTD in past years. The open session commenced with lamp lighting and thereafter traditional Bengali music were played by Ex- Com S. N. DAS followed by felicitations to dignitaries. Notable speakers, including Sri Debashis Sarkar, Chief General Mnager, Sri S. Kujur, Sr. GM (Finance) & Sri Koushik Mukherhee, GM (HR & Admin) shared the activities of Calcutta Telephone during the crucial periods. All of them expressed thanks to AIBSNLEA CTD and blessed AIBSNLEA for greater success in near future.

The General Secretary, Com. Shaji V., provided insights into the roadmap for BSNL's revival. GS , Com. Shaji V. also highlighted on various pending HR issues, including 30% SAB, standard pay scale of E2 & E3, E1+5 increments, 3rd PRC to BSNL Executives, AO to CAO , SDE to AGM promotions, among others. Com. Shaji V., GS, AIBSNLEA, CHQ, expressed hopefulness and confidence about the indigenous 4G Network rollout in BSNL and praised the CGM & all GMs for their motivational addresses. He assured the audience of BSNL's bright future under dedicated leadership and reiterated AIBSNLEA's commitment to resolving pending issues.

The conference concluded with the unanimous selection of office bearers for the 8th Kolkata Telephone Circle Body of AIBSNLEA for the next term; Com. Satyajit Bhattacharyya was elected as President, Com. Raju Ray as Circle Secretary, Com. Dipankar Banerjee as Financial Secretary.

21.02.2024  GS: Com Shaji V and President: Com Raj Pal Sharma met Shri P K Purwarji CMD BSNL on 15-02-2024 and discussed the following matters . The meeting was cordial and positive.

BSNL 4G Rollout Update:
The CMD of BSNL has stated that all initial challenges with the indigenous 4G rollout have been successfully addressed within the CDOT Core infrastructure. Encouraging reports have emerged from Punjab and Haryana Circles regarding the performance of the 4G system, with hundreds of BTS already installed. Notably, the Core infrastructure is experiencing throughput of more than 16 Tbps.

The CMD expressed optimism about achieving a full rollout of the indigenous 4G network within the shortest possible timeframe. Additionally, plans for future upgrades to 5G technology were discussed, reflecting a proactive approach to keeping pace with evolving telecommunications standards and technologies.

In response to requests for increased 4G system deployments in profit-making circles like Kerala, the CMD reassured positively, mentioning that requests from circles such as Kerala have already been received and are being considered.

3rd PRC for BSNL Employees:

We requested CMD BSNL to take the necessary steps for initiating the proposal of the 3rd PRC for BSNL employees. Despite BSNL being EBIDTA positive for the past few years, it is imperative to further motivate BSNL employees, who have been awaiting their eligible and due 3rd PRC for the past 7 years.

The CMD of BSNL has explicitly stated that, given the current financial circumstances, BSNL is unable to implement the 3rd PRC at this time. However, CMD BSNL expressed the viewpoint that BSNL Management will not oppose any efforts towards implementing the 3rd PRC for BSNL employees.

Pending Promotions (AO to CAO, SDE-AGM, AGM to DGM, CAO to DGM F etc )

We conveyed the frustrations of executives awaiting promotion, particularly from AO to CAO, for an extended period. We lauded CMD BSNL for his efforts in engaging a senior lawyer from the Hon’ble Supreme Court of India to expedite the finalization of the case. However, despite the completion of final arguments on 18-10-2023, it has been 4 months with no indication of directions from the Hon’ble CAT Chandigarh. Therefore, AIBSNLEA has requested immediate steps to facilitate the prompt issuance of judgment from CAT Chandigarh. The CMD acknowledged our concerns and instructed the legal wing to file the necessary request to the CAT for the release of judgment.

AIBSNLEA is the sole association involved in the promotion case from AO to CAO, and the intervention of our learned counsel has been instrumental in reaching the final argument stage.

In light of the pending promotions across many cadres due to court interventions, CMD BSNL shared that he has scheduled a comprehensive discussion on 19-02-2024 with DIR(HR) and the legal team to address all cases related to pending promotions in BSNL. CMD BSNL has assured us of reaching an early solution to expedite the release of pending promotions. AIBSNLEA extends sincere gratitude for CMD BSNL's commitment and effort in this regard.

Regarding the SDE T to AGMT Promotion, the CMD of BSNL has confirmed that clear instructions have already been issued to expedite all promotion processes in areas where there are no pending court cases. The promotion process from SDE T to AGMT is currently in full swing, especially given that the date for the Limited Internal Competitive Examination (LICE) for AGMT has already been announced.

We have expressed our complete satisfaction with the decision to fulfil the longstanding demands of PwBD candidates regarding their rightful reservations in promotions. Additionally, we appreciate the clarity provided in the directive regarding their entitlement to immunity from routine transfers and transfers upon promotion.

We have brought attention to the increasing discontent among our younger employees stemming from the absence of standard pay scales, E1+5 increments, and pay parity, as well as the absence of a 30% SAB. We urge for these demands to be seriously considered. Addressing this issue is vital for fostering a motivated and satisfied workforce.

We trust that these matters will receive the attention and consideration they deserve.The meeting completed on a very positive note.

19.02.2024   Pers Wing of BSNL CO directed Circles/Field Units that as the process for promotion from SDE(T) to AGM(T) grade for the vacancy year 2023 is underway and as per DoP&T guidelines, reservation in promotion is to be implemented for PwBD executives, all circles are again requested to ensure that details in respect of all PwBD executives available in SDE(T) Seniority list Nos from 9 to 13 are entered/verified in ERP portal as per their service records. If data of any PwBD executive who is available in aforesaid seniority lists is still not entered/verified, the same may be updated in Info type IT0077 in ERP as per the instruction contained in the letter dated 29.07.2022 , positively by 26.02.2024. <<Order>>

22.01.2024   Admin wing of BSNL CO released Policy Guidelines for Provision of FTTH Service Connections in Office and Residence of Serving and Retired Officers/Officials in BSNL <<Circular>>

GS Com Shaji V and President of AIBSNLEA CHQ Com Raj Pal Sharma met with PGM(Admin) at BSNL CO today ( 22-01-2024) and expressed our appreciation for releasing Circular No. 01/2024-PHA dated 19-01-2024 , addressing the Policy Guidelines for Provision of FTTH Service Connections in Offices and Residences of Serving and Retired Officers/Officials in BSNL, particularly in areas where the exchange is TNF or Copper-based Exchange is closed.

During the meeting, AIBSNLEA leaders discussed Section C of the Circular and requested for the enhancement of telecom facilities for retired DOT/BSNL executives. Currently, both executives and non-executives receive the same treatment after retirement under the category “retirees“. However, we submitted that the facility for retired executives should be enhanced up to a 60% concession of the FTTH plan chosen by them, subject to a maximum of Rs 600.

We earnestly requested a review of the Circular to address these concerns. PGM assured us that the request would be taken up to higher-level management for consideration.

We may kindly be permitted to express our sincere appreciation for your exemplary leadership and relentless efforts in steering our BSNL from the challenges it faced in 2019 to its current status as a self-esteem organization, equipped with indigenous 4G technology. The paces made under your guidance have elevated BSNL to an elite class organization, and we extend our heartfelt gratitude for your selfless dedication to the service of our Nation through BSNL. We acknowledge with great admiration the commendable work done in strengthening BSNL's infrastructure and the induction of state-of-the-art technology. The unparalleled commitment you have shown towards the advancement of the organization deserves special recognition. We, as stakeholders, share our appreciation from the core of our hearts.

We earnestly draw your kind attention to the pending promotions of executives in various streams, especially in the Finance stream. Despite notable promotions in other streams over the past years, there have been delays in the promotion process for the Finance stream. As your benevolence is well aware, no promotions have occurred in the finance stream since the year 2018. This has resulted in the retirement of several officers with a sense of disappointment due to the lack of eligible promotions. Most of them are retiring after receiving only a single promotion during their entire span of service, which has lasted for more than 30 years. While we appreciate the management's efforts to reserve some promotions from AO to CAO as per the old MSRR, the bleak prospects for these promotions necessitate your urgent and earnest intervention.

Given that the Finance stream plays a pivotal role in BSNL's day-to-day activities and is the second-largest stream, we reverentially implore your sagacious office to create some channels for the issuance of promotions from CAO to DGM F, AO to CAO, and JAO to AO. This will contribute to create a more balanced system within the Finance stream and boost the morale of deserving officers awaiting promotion since long.

Sir The table below provides an overview of eligible AOs awaiting promotions to the CAO grade as of 01-01-2024. There are approximately 723 officers in the eligible zone for promotions, with a total of 756 vacancies (672+84)

Currently, only 38 CAOs are actively working, while the majority of positions (718) remain vacant out of the total available vacancies. The delay in promotions is attributed to pending litigation in CAT Chandigarh.

As a one-time measure, we earnestly propose your sagacity to promote all eligible candidates to the CAO cadre by reallocating CAO positions from the MT quota. This approach would facilitate smooth CAO promotion orders without encountering legal hurdles. We earnestly seek your wisdom in considering this proposal to enable promotions from AO to CAO grade and subsequently from JAO to AO cadres.

05.01.2024   CS Kerala reports that , AIBSNLEA Kerala Team met Hon. CMD BSNL during his visit to the Kerala Circle in Kochi on 04-01-2023. The team, led by CS Com Rajan V and CP Com Binu R, extended greetings to CMD BSNL. The leaders presented a representation to CMD Sir concerning the widespread implementation of 4G/5G services in the Kerala circle, and requested promotions in various verticals, particularly in the Finance stream. Under your leadership, BSNL has witnessed significant progress, embraced cutting-edge technologies and achieved a commendable position in the telecommunications sector.

While the revival of BSNL is indeed a matter of pride, certain pressing human resource issues, including the absence of the 3rd Pay Revision Committee (PRC), continue to affect the lives of BSNL executives. The financial constraints resulting from the lack of 3rd PRC have impacted the social and professional well-being of our executives, particularly the younger workforce ( DR/BR) in BSNL .

One critical concern that has come to our attention is the inability of many BSNL executives to afford compatible smartphones for essential tasks, such as marking attendance through the mobile app. With the increasing reliance on web-based and app-based platforms in BSNL for various activities like E-office, SAP portal, Oorja App, network management, Compulsive Mission Karma Yogi training , LICE training, Upgradation Training , online meetings etc , possessing a well-configured mobile phone has become indispensable for BSNL executives, especially those who are working in field units.

The current mobile handset reimbursement policy, established in 2008, with reimbursement limits ranging from Rs. 1500 to Rs. 3500, falls short of providing executives with the means to acquire smartphones capable of meeting the demands of their roles. This financial limitation hinders their ability to perform optimally, affecting both their morale and productivity.

In light of these challenges, we respectfully implore your kind attention to revisit and revise the mobile handset reimbursement policy. We reverentially request to increase the reimbursement limit to a more reasonable level, preferably in the range of Rs. 15,000 to Rs. 20,000, taking into account the cadre level of the executives. This adjustment will enable BSNL executives to acquire smartphones that align with the technological requirements of their roles, contributing to enhanced performance and efficiency of BSNL .

We are confident that your kind understanding and intervention on this matter will alleviate the hardships faced by BSNL executives and, in turn, enhance the motivation of executives and thus improve the overall performance of the organization. Your leadership has been instrumental in the positive transformation of BSNL, and we believe addressing this issue will further contribute to the well-being of the dedicated workforce.
